To review the results of special inspections, strengthen the administrative management capabilities in the field of solid waste, and maximize the protection against environmental risks and corruption risks. The relevant requirements are hereby notified as follows:

I. Fully understand the importance of doing a good job in the examination, approval and management of solid waste in the new situation

According to the requirements of laws and regulations such as the “Regulations for the Prevention of Environmental Pollution Caused by Solid Wastes”, “Administrative Measures for the Operation of Licensed Hazardous Wastes”, “Administrative Regulations for the Recycling of Waste Electrical and Electronic Products,” and other regulations, the examination and approval management of solid waste has a total of eight power issues, including the export of hazardous wastes. Approval, approval of hazardous waste business licenses, approval of inter-provincial storage and disposal of solid wastes, examination and approval of transfer of hazardous wastes across cities, approval of the import of solid wastes that can be used as raw materials, qualification certification of waste metal fixed-point processing and utilization, qualification approval of waste electrical and electronic products processing Dismantling of waste electrical and electronic products, types and quantities of audits, etc. Over the years, these review and approval managements have played an important role in strengthening the prevention and control of solid waste pollution and preventing environmental risks. However, in some areas, there are still major leaders who do not pay attention, departmental responsibilities are not clear, power is not standardized, and the review process is not transparent; supervision mechanisms are not perfect, approval and supervision are not separated; management teams are not capable, technical capabilities are not supported, etc., resulting in solid Waste and discipline violations, rights and money transactions, and cases of dereliction of duty and dereliction of duty in the waste sector have been prone to high incidences and the risk of corruption has increased. Therefore, it is very important and urgent to strengthen the examination and approval management of solid waste in all levels of environmental protection authorities.

Second, establish a list of powers, responsibility list and negative list

The provincial environmental protection authorities should start with a mechanism to straighten out the examination, approval, and management authority in the field of solid waste, clarify the responsibilities and authorities for examination and approval of different levels in the field of solid waste, fully implement the “separation of trial and management,” and gradually review and approve solid wastes. The powers are managed separately by different departments. At the institutional level, efforts are made to crack down on practical issues such as “who will manage,” “what to control,” “how to control,” “how much to manage,” and “how to handle it badly,” and to maximise administrative discretion. Deal with the relationship between the government and the market, establish a list of power, responsibility list and negative list, strengthen supervision and inspection and accountability.

Third, optimize the solid waste environmental management approval review process

The provincial environmental protection authorities should further optimize and standardize the examination, approval, and management of solid waste. Seriously sort out the management authority of each link, clarify the basis of laws and regulations and policies, the object of application, standards and norms of service, and detail service content and standards. To clarify the on-site verification and pre-review duties of the municipal and county environmental protection departments, and effectively strengthen the management of the territory. Under the premise of compliance with laws and regulations, minimize the application materials, streamline the examination and approval procedures, shorten the examination and approval time limit, implement a unified “one-window” approach, and formulate sub-items. Fourth, increase the examination and approval of the entire process of information disclosure

Each provincial environmental protection authority shall publicize its own department's approval and review service commitments in the field of solid waste, and publicize the whole process information of the examination and approval review process, handling deadline requirements, license content specification, acceptance processing, and examination and approval results to the public to ensure the applicant’s knowledge. Right, accept public supervision. It is necessary to speed up the linking of local solid waste management information systems with the national level and form a national solid waste information management system with “up and down linkage, horizontal connectivity, standardized management, fast service, convenient supervision, and safety and reliability”. We will conscientiously implement the information announcement system for the prevention and control of environmental pollution from solid waste in large and medium-sized cities, and comprehensively improve the level of informatization of solid waste management.

V. Strengthen the Technical Support Ability of Examination and Approval

The provincial environmental protection authorities shall further clarify the duties of the solid waste technical management department in providing effective technical support for the examination and approval of the environmental protection authorities and ensuring the work funds. In response to the technical review work of solid waste technology management departments and other departments at all levels, comprehensively review the risk points of clean governance for review and approval of technical support, formulate key post responsibility systems, and improve the integrity prevention and control measures against corruption to prevent the background of their departments. The solid waste technical service market has received improper benefits. Through training and other forms to further strengthen the technical support department's capacity building. The management agencies that undertake the audit management responsibilities must actively promote government procurement services, third-party technology assessments, etc., improve auditing levels, and strengthen the management of expert teams.

Sixth, comprehensively strengthen the follow-up supervision and approval of examination and approval

All local environmental protection authorities should take effective supervision functions, improve the follow-up supervision system, strengthen post-event supervision, and resolutely correct the phenomenon of “reexamination and supervision”. We will clarify the responsibilities of the main business entities and increase the crackdown and punishment of violations of laws and regulations. Promote the “separation of auditing and management” and solve the problem of weak solid-state waste supervision capabilities. In some key and easily problem-prone areas, we must first improve the regulatory capabilities. Organize all localities to comprehensively organize the filing of hazardous waste management plans, registration of declarations, joint declaration of hazardous wastes, approval of business licenses and reports of business activities, review of imported wastes, review and approval of dismantling of disused electrical and electronic product processing, and electronic waste removal. Solve the use of enterprise archives information on enterprise supervision and other matters within the list of disposal units, establish and dynamically update the “one enterprise and one file” information base, realize the review and approval of solid waste fields and share environmental monitoring information of other companies, promote joint enforcement, cross-enforcement, and comprehensive Law enforcement and other mechanisms. Relying on the Internet of Things technology, we have accelerated the establishment of electronic real-time supervision and video surveillance systems for the whole process of hazardous waste transfer and dismantling of waste electrical and electronic products. To establish a multi-sectoral and cross-department credit joint rewards and penalties mechanism for the approval and review of solid wastes, and to include in the social credit system the corporate information concerning all types of hazardous wastes, imported wastes, and electronic wastes that were investigated and punished according to law, and to combine multiple departments to break the law.
