Hazardous Chemicals Production Safety Accident Emergency Rehearsal
In the heart of Guangdong Province, an emergency drill was conducted in Zhanjiang to simulate a dangerous chemical production safety accident. This joint exercise, organized by the Provincial Security Commission and the Zhanjiang Municipal Government, brought together over 300 participants, including officials from the Provincial Safety Supervision Bureau and representatives from nine major cities such as Guangzhou and Shenzhen.
The drill aimed to test the effectiveness of emergency response protocols in real-time scenarios. The scenario involved a crude oil pipeline operated by Zhanjiang Dongxing Company that suffered a corrosion-induced leak, leading to a fire when a train passed nearby. The incident threatened the safety of 10,000 cubic meters of oil tanks. After coordinated efforts from multiple departments, the fire was successfully extinguished. However, during the plugging process, a liquefied petroleum gas leak occurred, prompting the provincial safety supervision bureau to deploy a specialized team to manage the situation.
Deputy Secretary-General Zhong Xuanhui praised the drill for its clarity, targeting, and effectiveness. He emphasized that the exercise tested the practicality of emergency plans at all levels and strengthened the coordination between government, departments, and enterprises. He also highlighted the importance of safe production, stating it is a critical aspect of people's livelihoods that must not be overlooked.
Recent meetings of the Standing Committee of the CPC Central Committee have underscored the need for a people-centered approach to safety production. The General Secretary stressed the importance of treating major risks as potential accidents and taking responsibility seriously. This includes improving systems, enhancing oversight, and implementing life-saving projects in sectors like coal mining, hazardous chemicals, and road transport.
Premier Li Keqiang also called for a focus on life and the people’s interests, promoting a culture of safe development and strict enforcement of laws. The Zhanjiang drill serves as a practical step in aligning with these national directives. It encourages local governments to take the initiative in strengthening safety responsibilities and improving emergency preparedness.
Participants were encouraged to reflect on the lessons learned and explore innovative methods for future drills. The goal is to make emergency exercises more realistic, targeted, and effective, eventually turning them into a routine part of safety management. This proactive approach ensures that communities are better equipped to handle crises and protect lives.
