Hazardous Chemicals Production Safety Accident Emergency Rehearsal
In the heart of Guangdong Province, a critical emergency drill was conducted in Zhanjiang to simulate and enhance preparedness for dangerous chemical production safety accidents. This joint exercise, organized by the Provincial Security Commission and the Zhanjiang Municipal Government, brought together over 300 participants from various departments, including representatives from the Provincial Safety Supervision Bureau and local governments across the province. The event took place in 2016, marking a significant step in strengthening emergency response mechanisms and improving coordination among different levels of government and enterprises.
The drill was designed to mimic a real-life scenario where a crude oil pipeline operated by Zhanjiang Dongxing Company suffered corrosion-induced leakage. As a result, a large amount of crude oil spilled, and a nearby train carrying fuel gas triggered a fire that posed a serious threat to surrounding areas. The situation escalated when a liquefied petroleum gas (LPG) leak occurred during the plugging process, highlighting the complexity and urgency of the incident.
Throughout the exercise, teams demonstrated effective collaboration, with the provincial safety supervision bureau dispatching a specialized plugging team to contain the leak. The drill covered multiple aspects of emergency management, including command decisions, rescue operations, and on-site coordination. It tested the effectiveness of existing emergency plans and reinforced the importance of a well-structured response system.
Deputy Secretary-General Zhong Xuanhui praised the drill, emphasizing its clarity, targeting, and practical outcomes. He highlighted that the exercise not only validated the operability of emergency protocols but also strengthened the linkages between government agencies, departments, and enterprises. According to him, this was a valuable national training session that provided real-world insights into emergency management.
Zhong further stressed that safety is a vital aspect of public welfare and must never be neglected. He referenced recent instructions from the General Secretary of the CPC Central Committee, who emphasized the need for a people-centered approach to safety production, treating major risks as potential accidents and taking responsibility seriously. The goal is to build a robust safety system, enforce strict oversight, and ensure the public feels secure.
Premier Li Keqiang also reiterated the importance of prioritizing life and the people's interests, advocating for a safety-first development model and systematic risk prevention. The drill was a direct implementation of these principles, aiming to improve emergency response capabilities and promote a culture of safety across all sectors.
