1. **Tender Conditions**
The XDG(XQ)-2013-17 land property development project (Project Name) has been approved by the Wuxi National High-Tech Industrial Development Zone Economic Development Bureau (the authority responsible for project approval or filing). The project, developed by Wuxi Zhongguancun Software Park Development Co., Ltd., was authorized under Document No. Xixin Jingfa [2017] No. 206. The project owner is Zhongguancun Software Park in Wuxi. The funding comes entirely from self-raised capital, with 100% state-owned funds and no private or foreign investment. The bidding agency is Jiangsu Jinnuo Construction Consulting Management Co., Ltd. The project is now open for bidding and will be conducted online.

3. **Requirements for Bidders**
3.1 Bidders must meet the following requirements:
3.1.1 Qualification Conditions: At least Grade III qualification in architectural engineering (as per the 2015 standards)
3.1.2 Financial Requirements: Financial statements for the years 2014–2016 (or since establishment if the company was established later)
3.1.3 Performance Requirements: None specified
3.1.4 Credibility Requirements: The company must not be under suspension, have any legal issues, or have been involved in fraud, false information, or breach of contract. It should also not have any unresolved disputes, lawsuits, or arbitration cases. Key personnel such as the project leader, technical supervisor, safety officer, and quality officer must comply with Jiangsu’s staffing regulations.
3.1.5 Project Manager Requirements: Must hold at least a Level 2 Registered Architect qualification. If using another type of qualification, the bidder must provide proof of employment, insurance, and three months of continuous social security payments.
3.1.6 Project Manager Conditions: The proposed manager must not be currently assigned to another project, or if they are, it must be part of the same project, approved together, or under phased construction.
3.2 This tender does not accept bids from consortiums.
3.3 Each bidder may submit only one bid, with a maximum of one bid allowed.
3.4 Qualification review will take place after the submission of bids, and detailed criteria are outlined in the tender documents. Only qualified bidders will be considered for the contract.
4. **Obtaining Tender Documents**
