With the rapid growth of the new energy vehicle market, rumors about potential subsidy adjustments have been circulating. Recently, the Ministry of Industry and Information Technology officially confirmed that it is necessary to revise the subsidies for new energy vehicles. This announcement comes as the industry enters a new phase marked by increased adoption and challenges.
At the 2018 China Electric Vehicles 100 People Forum on January 20, Minister Miao Wei highlighted that while the development of the new energy automobile industry has made significant progress, some imbalances and issues are becoming more apparent. He pointed out that four key problems need urgent attention in the sector.
First, the infrastructure for charging stations remains insufficient. Although the number of public charging piles has grown significantly, the layout is still not optimal, and there is no sustainable business model yet. Second, the policy framework lacks coordination between central and local governments, with some regions implementing protectionist measures that limit consumer choices and fragment the market.
Third, core technologies, especially in power batteries, still lag behind international leaders in terms of innovation and long-term reliability. Finally, the after-sales service system is underdeveloped, with inconsistent quality assurance across brands and a lack of support structures that could help build consumer confidence.
Miao Wei emphasized that automotive companies must start planning their product development and production layouts early to meet the average fuel consumption standards and the new energy vehicle points system. While the double-point method has been introduced, many companies still face significant pressure to comply. In 2016, over a third of the 123 automakers failed to meet the fuel consumption requirements, showing gaps in their strategic planning.
He also called for a gradual adjustment of subsidies rather than a sudden cut at the end of 2020. This phased approach would allow the industry to adapt smoothly. Additionally, he urged the establishment of a market-driven point trading platform and the development of economic measures to stimulate the points trading market. The government should also clarify the new energy vehicle requirements post-2020 and accelerate the creation of a commercial vehicle points management system.
Overall, the transition from subsidies to a more market-oriented approach is essential for the long-term sustainability of the new energy vehicle industry in China.
