All 87 samples were purchased from the large-scale integrated supermarkets, large-scale professional lighting markets and specialty stores in the city and basically covered domestic and international famous brand products produced by local enterprises and some foreign enterprises. The risk monitoring was conducted by the National Electric Light Source Quality Inspection Center (Shanghai) and the Shanghai Lighting Product Quality Inspection Station in accordance with the international standard IEC62493:2009 “Evaluation of Human Electromagnetic Radiation by Lighting Equipment”. In previous media reports, there were institutions that demonstrated the trial process. This risk monitoring organized by the quality supervision department is based on the international standard IEC62493:2009 “Evaluation of Electromagnetic Radiation from Lighting Equipment to Human Body” by the International Agency for Non-Ionizing Radiation Protection (ICNIRP). The limits of biological effects and human exposure to radiation fields give acceptable radiation limits and test methods for radiation limits.

Experts participating in this risk assessment believe that GB8702-1988 standard does not apply to energy-saving lamp products. First of all, this standard stipulates that the applicable frequency range of the current is 100 kHz - 300 GHz, and the frequency of the energy-saving lamp operating current is in the range of 30. Second, this standard does not specify the method of detection. Earlier reports in the media reported that the measurement of the electric field strength of 200 volts/meter to 380 volts/meter was performed using a test method that did not conform to the premise of “under normal use conditions” emphasized by the IEC standard. Close to the radiation source, the test distance is only 0-10 cm.

The uproar of electromagnetic radiation in energy-saving lamps has also attracted the attention of experts in the lighting industry. Experts believe that this situation has clearly deviated from the original features of energy-saving lamp radiation. According to Yu Anqi, director of the Shanghai Illuminating Engineering Association, there is currently only one international standard for the protection of electromagnetic radiation on human bodies, namely IEC62493:2009 "Evaluation of Electromagnetic Radiation from Lighting Equipment" and GB8702-1988 "Electromagnetic Radiation Protection. The Regulations now seem to have a lot of content that is obviously outdated by current technological standards, and there are also many judgments about the impact of energy-saving lamp radio radiation on human injury.
